Libya Signs Convention Establishing International Organization for Mediation

Libya’s Government of National Unity signed the Convention establishing the International Organization for Mediation, known as the “Hong Kong Convention,” at the Chinese Ministry of Foreign Affairs in Beijing on 10 September 2026. The Libyan News Agency reported that the signing was intended to strengthen international cooperation in the peaceful settlement of disputes and support efforts to develop international mediation mechanisms. The Libya Observer likewise reported that the Libyan Ministry of Foreign Affairs and International Cooperation described the signing as part of efforts to promote peaceful dispute resolution and strengthen mediation mechanisms.

Zuhair Abdul Salam Al-Azabi, Director of the International Law and Treaties Department at the Ministry of Foreign Affairs and International Cooperation, signed the Convention for Libya. The signing took place in the presence of Abu Bakr Ahmed Bin Saud, Chargé d’Affaires of the Libyan Embassy in Beijing. Chinese Foreign Ministry reporting independently confirms that Zuhair, identified as head of the Treaty and Law Department of Libya’s Ministry of Foreign Affairs and International Cooperation, signed the Convention in Beijing on 10 September.

According to the Libyan News Agency, the Convention is intended to support international efforts to develop and strengthen mediation mechanisms for the peaceful settlement of international disputes. The signing took place in the presence of officials from the Chinese Ministry of Foreign Affairs, including Da Hai, Director-General of its Department of Treaty and Law.
