Community Mediation

Singapore has amended the regulations governing the limitation of powers and duties under the Community Disputes Resolution Act 2015, with the Community Disputes Resolution (Limitation of Powers and Duties) (Amendment) Regulations 2026 published on 31 August 2026 and taking effect on 1 September 2026. The amendments specify the powers and duties of the Director-General, Directors, Deputy Directors, Senior Assistant Directors, community relations officers and auxiliary community relations officers under specified provisions of the Act.
The amended Regulations include provisions concerning the powers and duties of community relations officers and auxiliary community relations officers, as well as matters relating to the issue and enforcement of abatement orders under the Act. The Regulations also amend the existing framework governing the limitation of these powers and duties and repeal regulation 4 of the principal Regulations.
The amendments operate within Singapore’s wider Community Disputes Management Framework, under which community mediation forms part of the mechanisms available for addressing neighbour disputes. The Community Disputes Resolution Act provides for certain disputes to be referred for mediation at a Community Mediation Centre or before another person where there is a reasonable prospect of resolution through mediation. The 2026 Regulations therefore update the statutory framework governing the officials responsible for administering specified aspects of the community dispute-resolution regime.
